Settlement Declaration Rules
Released 18 August 2026
Overview
This dispatch outlines the operational parameters for Settlement war declarations during the Conqueror's Blade: Three Kingdoms season. It details specific strategic prerequisites for besieging the capital of Luoyang, Commander rotation mechanics based on Alliance Influence, and the upcoming territorial unlock schedule.
Keynotes
- Luoyang Commander Rotation: Commander assignment for Luoyang now scales off total Alliance Influence across the entire map, replacing the standard real-time Prestige system used for standard Fiefs.
- Warlord Faction Queue Bypass: Warlord Factions can bypass the Luoyang declaration queue by triggering an "Assemble For War" after capturing specific adjacent passes and reaching Cohort Level 7.
- Clan Faction Influence Lockouts: Clan Factions require 5,000 total Alliance Influence to declare on Luoyang; dropping below this threshold mid-battle will lock out un-deployed players.
- New Territorial Unlocks: Level 6 Fiefs and renowned regional Passes (Dagu, Tong, Wu) open for hostilities on August 19.
- Campaign UI Updates: Rule descriptions for the [Holding the Pass] stage have been clarified within the [Campaigns] interface.
Doctrines & Systems
General Settlement Declarations
Reworks
- Declaration Prerequisites: Declaring or joining a battle on all Settlements (excluding the seasonal capital, Luoyang) is now restricted entirely by Clan/Cohort level requirements.
- Regional Unlocks: There are currently no season-phase restrictions dictating which regions Warlords are permitted to attack.
Luoyang Siege Mechanics
Reworks
- Commander Rotation System: When multiple Clans declare war on Luoyang, the commanding Clan for the next battle line is determined by the Alliance's total Influence across the entire map, superseding the real-time Prestige system used for Fiefs, Villages, and Passes.
- Queue Progression: The Alliance possessing the highest Influence on the declaration list assumes command of the next battle line. Upon the conclusion of that battle line, the Alliance is moved to the bottom of the queue.
- Battle Line Initiation: Attackers must officially declare war to open a battle line.
Clan Faction Rules (Luoyang)
Reworks
- Level & Influence Prerequisites: Clans must reach Clan Level 7 to declare or join a battle. The Alliance must maintain a total Influence of at least 5,000.
- Declaration Eligibility: Only the Main Clan of an Alliance may declare war on the regional capital. Independent Clans (operating without an Alliance) may declare war if they independently meet both the Clan Level 7 and 5,000 Influence requirements.
- Mid-Battle Lockouts: If an Alliance's total Influence drops below the 5,000 requirement for any reason after a battle line has opened, players who have not yet loaded into the battlefield will be locked out. This lockout applies to both Attacking and Defending forces.
Warlord Faction Rules (Luoyang)
Reworks
- Assemble For War Triggers: The Warlord Faction will initiate an "Assemble For War" against Luoyang when two conditions are met:
- The Warlord Faction successfully occupies a Guanzhong Settlement adjacent to Luoyang (specifically Hangu Pass or Dagu Pass).
- The Warlord Faction's Cohort reaches Level 7.
- Queue Override: Upon completing the camp phase of the "Assemble For War," the Warlord Faction bypasses the standard declaration queue. They immediately become the commanding Clan for the Settlement's next battle line, forcing the original queue to shift down.
- Force-Opening Battle Lines: If a battle line is not currently active when the Warlord Faction overrides the queue, one will be forcefully opened to commence the siege.
- Deployment Prerequisites: Warlord Faction players must hold the rank of Headquarters Officer or higher to join the Luoyang battle line.
- Influence Exemption: There are no Influence requirements for members of the Warlord Faction to join the battle.
